- An organization, including New Zealand registered companies, incorporated societies, and charitable trusts, or
- A government agency, including government departments and crown entities.

- Ensure the applicant has sufficient funds for their stay.
- Be responsible for any costs incurred by the applicant for healthcare and accommodation.
