Changes to Employment New Zealand Module Requirements and Domestic Workforce Threshold for AEWV

Effective Date: 27 January 2025

Removal of Online Module Requirements

Currently, accredited employers hiring migrant workers are required to complete Employment New Zealand’s online modules. Employers also need to provide time for their migrant workers to complete employee-focused modules.

However, these modules have proven to add limited value and have been challenging to track and evidence.

Starting 27 January 2025, the requirement for both employers and employees to complete these online modules will be removed. Employers will instead be expected to provide employment and settlement information directly to migrant workers.

Immigration New Zealand (INZ) will offer links to Employment New Zealand or INZ webpages with detailed information on employment rights and obligations. These links will be provided at key stages of the immigration process, such as in visa approval letters.

This change applies to all current and future accredited employers, including Recognised Seasonal Employers (RSEs).

Changes to Domestic Workforce Threshold for Construction Roles

The domestic workforce threshold for triangular employers in the construction sector will be reduced from 35% to 15%. This aligns the construction sector’s requirements with those of triangular employers in other industries.

Triangular employers must maintain this 15% domestic workforce threshold throughout their accreditation period.

These changes aim to support the construction sector in delivering essential infrastructure projects while ensuring labor hire firms do not rely solely on migrant workers.

Part of AEWV Reforms

These changes are part of the Government’s reforms to the Accredited Employer Work Visa (AEWV), announced on 17 December 2024.
